Instructions for submission of a request for letter of support

Any applicant intending to request the Ministry of Environment and Water to issue a letter of support for their project proposal should do so in writing, following the following instructions:

The letter should be addressed to the Minister of Environment and Water, with a copy to the Director of the EU Affairs Coordination and International Cooperation Directorate.

The same should be sent in an official manner, through the MoEW office system, as well as by e-mail to the e-mail address of the National Contact Point (NCP) under the LIFE Programme.

Content of the letter:

1. brief description of the project idea, activities, objectives and expected results;
2. territorial scope;
3. partnership (if any);
4. indicative budget;
5. environmental policies to which the project is addressed;
6. justification why the applicant believes that his project should receive the support of the department;
7. contact persons – name, telephone and e-mail address.

Attachment to the letter:
a brief summary of the project with a clear and precise description of the activities to be implemented (preferably in English), and it must be indicated which of the thematic priorities and project topics of the Programme the respective project falls into.

The procedures for verification and coordination with the competent line departments in the Ministry of Environment and Water, the preparation and signing of the letters of support by the Minister of Environment and Water require technological time. In this regard, the National Contact Point recommends that potential beneficiaries allow at least 20 working days from the date of receipt of their request for support in the Ministry of Environment and Water’s registry. Only in this way can the NCP guarantee the timely issuance of a letter of support, in case the Ministry of Environment undertakes such a letter. In cases where a letter of support for the same project has been requested from another department, these circumstances should be indicated in the present letter to the Ministry of Environment and Water.

The Ministry of Environment and Water reserves the right to refuse to issue letters of support for project proposals that lack a description of the activities, objectives and expected results, or for which a discrepancy with the policies of the European Union and the Republic of Bulgaria in the field of environmental protection is established. If double funding or implementation of similar activities financed by another EU programme or national budget is established, a letter of support may also be refused.
